OpenAI to Make London Its Biggest Research Center Outside the US

OpenAI, the company that created ChatGPT, said on Thursday that it will make London its largest research center outside the United States.

The company said it chose Britain because it has a strong technology environment, talented people, top universities, and respected scientific institutions. OpenAI believes the UK is a good place to develop new artificial intelligence (AI) systems.

This decision supports the UK government's goal to become an “AI superpower.” Many countries are trying to attract big AI companies to invest and grow in their countries.

Mark Chen, OpenAI’s research chief, said the UK has a strong mix of talent and institutions, which makes it important in the AI sector.

UK Technology Minister Liz Kendall said OpenAI’s expansion in London is a big sign of trust in the country. She said it shows that the UK is a world leader in developing AI that is safe and innovative.

OpenAI has not shared details about how much money it will invest or how many jobs will be created.

OpenAI’s European headquarters are in Dublin. The company opened its first international office in London in 2023, where teams work on software and systems that support its AI models.
